Perceptions of Unethical Behavior and Demographic Characteristics : A Field-based Comparison

This study examined the relationships between perceptions of unethical behavior in the public sector and government employees' demographic characteristics in various fields of unethical behavior. Unethical behaviors were classified into 7 fields: public facilities & stationery, work hours, work behavior, budget implementation, relationships with supervisors or supervisory departments, personal behavior, and treatment of citizens. Building on this field-based typology, data were obtained from 17 government institutions or agencies for the purpose of empirical analysis. Out of the various demographic examined in this study, gender was found to be significant . Female government employees more frequently reported observing unethical behavior only in the field of public facilities and stationery and treatment of citizens in their workplace than male employees did. In explaining the perception of unethical behavior, union membership out of the demographic variables examined was also significant , but only with respect to the field of work behavior. This study shows that the perception of unethical behavior in the public sector is not much influenced by demographic variables in South Korea, except in the case of gender and union membership. Implications are drawn for ethics programs and further research.
