The lack of a sense of police ethics causes a breach of the discipline and duties by police officers. It also brings the nation's distrust for police officers and decreases national competitiveness. In this sense, it can be called a "public enemy." Without strict observance of the code of ethics, the police cannot obtain trust and respect from citizens. As a result, the police will have much difficulty performing their own duties with little support and cooperation of citizens. The establishment of police ethics is the necessary and sufficient condition for efficient police operations. For the police ethics settlement, this study is to make the following proposals: First, the police must make every effort to improve the ethical environment of their own organization. For this purpose, the police have to eliminate the trend of mutual distrust and produce an environment of mutual trust among members of the organization. The effort for the establishment of the police ethics should be a comprehensive one. Second, police ethics education should be practical. In stead of a top-down teaching approach, a case approach has to be introduced. According to the approach, police officers face simulated situations of ethics dilemma and decide for themselves what is right or wrong to enhance their senses of ethics. It is desirable for National Central Police Academy to teach police ethics systemically and practically. Lastly, systemic factors such as fair salariesfor police officers, the professional spirit of police services, and the benchmarking of good examples of police ethics should be supported for the successful establishment of police ethics. Upon accomplishment of all the above proposals, police officers will feel proud and stand tall as indispensable public servants.
