Recently the government reform on personnel administration and anti-corruption has changed continuously. Government established new laws and regulations on civil service ethics and the relevant government agencies, KICAC, CSC. But Ethical awareness and corruption grade is not improved satisfactorily. The Changed institutions on personnel administration and management did not take in a wide spectrum of civil service ethics and anti-corruption. The Public Service Regulations have a duty and a service provisions. But they are not reflected new duty and service relations. The Public Service Regulations and code of conduct divide into two classes. Therefore the relevant Government agency is divided. The Government has not controlled civil service corruption and epochally not improved ethical awareness. The relevant government has to pull together. The Public Service Regulations and code of conduct have to been revised on the concrete. Because civil service morality and integrity is improved through the reformed personnel administration and management.
