다수인보호시설의 사회적 책임에 관한 연구

A Study on the Social Responsibility of the Mass Care Facilities

현대사회의 산업화와 도시화 현상은 가족의 구조와 기능 및 가족과의 관계에 많은 변화를 가져왔고 이는 가족 규모의 축소 및 단순화, 유대약화 등의 현상으로 이어지고 있다. 이와 같은 사회 환경의 변화가 사회 복지 전반에 미치는 영향을 무시할 수 없으며 이는 또다시 보호시설의 문제로 나타나고 있다. 그렇지만 분명한 것은 이러한 시설보호프로그램은 대상자들을 위해 선택할 수 있는 최후의 방법이 되어야 한다는 것이다. 본 논문의 내용은 이러한 ‘다수인보호시설’의 문제와 관련된 것들이다. 좀 더 자세히 말하자면 ‘다수인보호시설’의 책임회피에 대한 연구이다. ‘다수인보호시설’의 사회적 책임이 부족하기 때문에 인권적 시설로의 접근이 어렵다는 것을 본 논문은 언급하고 있으며, 이 시설의 사회적 책임문제는 법률과 인권, 교육, 윤리 등의 항목에서 찾아볼 수 있음 또한 이야기 하고 있다. 사회적 책임 자체만으로도 ‘다수인보호시설’은 존재가치가 있으며 또한 이로 인한 미래를 기대할 수 있다.

The industrialization of modern society and the phenomenon of urbanization have brought extensive changes in family structure, function, and relationship among family members, which has led to reduction and simplification of family size, as well as a weaker bond within the family. The impact that such changes in social environment have on overall social welfare is not negligible and resurfaces the issue of care facilities. But what's clear is that these facility care programs ought to be the last resort for those who need to choose a type of care. The discussions in this paper are related to issues of such ‘mass care facilities'. To be more specific, it is a study on neglected responsibilty of ‘mass care facilities'. The paper mentions that these 'mass care facilities' cannot be approached as humanitarian facilities, due to their lack of social responsibility, and points out that the issue of social responsibility of these facilities can be found under the categories of law, human rights, education, and ethics. Just for social responsibility alone, 'mass care facilities' have the value of existence, and through them, the future can be anticipated.
