A Study on Institutionalization of Lobbying in Korea

This paper shows the plan of institutionalization of lobbying in Korea. Especially this paper focuses on estrangement class that can be generated by institutionalization of lobbying and on grassroots lobbying. Institutionalization of lobbying in Korea will have to be realized in direction of taking all of lobbying into domain of control. And by means of opening of lobbying, the probability of corruption will have to be blocked in advance. For effectiveness of this system three factors will have to be ensured : that is, the easiness of registration in addition to report of lobbying, exhaustive investigation, and strict punishment. And it is also necessary to prepare help plan for estrangement class. By the way the spread of grassroots lobbying is desirable, but the grassroots lobbying led by specific group or individual need to be restricted because of possibility of distortion in government's decision making. Thus this paper will be able to contribute to concrete work for institutionalization of lobbying in Korea.
