The local assembly is divided into the execution body and the legislative body and aims at democratic and autonomous management through checks and balances, the separation of powers. However, the regional assembly has not been functioning properly for over 13 years since the regional election in 1995. The regional assembly is not fully collecting public opinion and reflecting the majority view while the regional government is enforcing its excessively overcentralized administrative power without the checks from the regional assembly. However, the local assembly men alone should not be held responsible for this. In fact, it is true that there is a limit to which the regional government can function properly legally and systematically. The roles of the regional assembly can be largely divided into administrative control, collection of majority view, and policy proposal and in order for them to function properly, expertise is required. For this expertise required, there is a secretariat in the regional assembly for the purpose of assisting them. The secretariat of the regional assembly, however, is not functioning properly, and one of the biggest reasons is that the regional assembly does not have the independence in implementing its personnel management. Without this independence, it is difficult for the secretariat to properly assist the assembly do its job. Consequently, in order for the secretariat to do what it is supposed to do, the independence in personnel management is a must and in order to realize this independence, it is necessary to establish local council administrative post and to reshuffle the personnel between the assemblies. In order to make better use of the technical expert system, it is also necessary to legislate the positions for contract employees and the officials in special government service system for the technical experts.
