The Effects of Anti-corruption Strategies and Policies on Corruption Reform - Focusing on Roh MooHyun Administration Anti-corruption Policies -

Developing countries and transition economies focus more on aftermath anti-corruption strategies, while developed countries apply multifaced and comprehensive anti-corruption strategies including both prevention and detection. After democratization, there was a paradigm shift of anti-corruption policy in Korea from aftermath measures to proactive ones. In particular, Roh MooHyun administration has made continued efforts to strengthen public ethics and improve institutions in corruption prone-areas. Furthermore, to heighten transparency and government responsibility, Roh administration conducted the administrative reform. Nevertheless of the anti-corruption efforts, the level of corruption and government integrity perceived by general public as well as foreigners has not been drastically changed. By analyzing the anti-corruption strategies and policies of Roh Administration, the author finds the explanation on how the individual anti-corruption policy affects the general public's perception of corruption and frequency of gratuities/entertainment offers. Particularly, the author stresses the fact that the effect of indirect and preventive anti-corruption measures, namely institutional improvement and system improvement, on eradicating corruption was with limited success. Consequently, this study suggests that Korea should bolster measures and take stricter penalties to control corruption concurrently continue to carry out drastic administrative reforms, including institutional improvement, public officials and government structure.
