중국의 부패방지시스템에 관한 실태분석

An Analysis of Chinese Anti-Corruption System - Focused on National Integrity System-

Most of the domestic an-ti corruption studies, have mainly been studied less corrupt nations than our country. According to that study trend, though we know the seriousness of the chinese corruption, there are little detail analyses about reason why. Under this perception, I analyze chinese corruption based on Transparency International's National Integrity System which has the analytic advantages of multi-dimensional actual condition. As a result of analysis, the factors which deter integrity are monopoly power system in the Chinese Communist, the opaque and unscientific budget management, the weakness of legislative supervision power about government, judiciary, law-enforcement Agencies, and the imperfection of the legal, institutional equipment in the process of transition in economic, political, and social systems, and so on. But since 1980's, the fact which is uncovered more than 90% of all the corruption events by report from the people, the force de dissuasion on latent bribers through establishment data research system with bribery blacklist system, and the establishment of National Bureau of Corruption Prevention(NBCP) expect to have a positive effect on Chinese Integrity improvement. Especially the establishment of China's NBCP based on UN Anti-Corruption Convention has an opportunity for us to rethink what a right direction is in process of going backward trend of international society, by abolishing Korea Independent Commission Against Corruption and then degrading Bureau of Anti-Corruption of Anti-corruption & Civil Right Commission.
