기대이론을 적용한 뇌물수수 방지 정책 분석 모형 설계

A Study on Developing a Model for Analysing Bribery Prevention Policy Using Expectancy Theory

공무원의 뇌물수수를 방지하는데 있어 정부조직의 정책적 노력이 필요하고 이의 적정성을 살펴보아야 한다는 것은 이론의 여지가 없다. 그러나 이와 관련한 정부 조직의 정책적 노력에 대한 적정성을 분석 평가하여 보다 나은 정책 대안을 도출시키는데 필요한 마땅한 정책 분석 도구를 찾기 힘들다. 본 연구는 뇌물수수와 관련한 공무원의 인식과정을 기대이론의 관점에서 살펴보고 이와 같은 인식과정에 영향을 미치는 정책 변 수들을 상정하여 정부 기관의 뇌물수수 방지 노력에 대한 타당성을 체계적으로 분석 평가 할 수 있는 정책 분석 모형을 제시한다.

There is no question that it is necessary to examine the relevance of government efforts to prevent the civil service bribery scandal. Yet it is far to seek an analytical model for investigating government efforts in this regard. Applying expectancy theory which is one of the most representative motivation theory, this study suggests a model for analysing the current government efforts to prevent public officials from accepting bribes.
