성공적인 국가적 반부패 전략에 관한 연구

A Study on Successful Anti-Corruption Strategy:

The Korean Pact on Anti-Corruption and Transparency (K-PACT) was signed in 2005, based on a holistic approach and building coalition, the two essential approaches in making sound national integrity system. K-PACT adopted a tool of ‘social pact’ of corporatism as used in tripartite agreements. The creativity of this K-PACT initiative can be found in the spirit of partnership and horizontal cooperation based on voluntarism. However, if the balance of power among parties of the pact is broken and there is no strong support to the pact from the public, that kind of pact will be difficult to be sto theed. The stranded pact in 2009 shows that this lack of ‘bottom-up’ public support cannot be replaced by ‘top-down’ political will. If a holistic approach and building coalition can be connected with the successful anti-corruption strategy, it should be based on strong supports and active participation of the general public, aside from those of each sector. This is what was lacked in the K-PACT case. Beside the task of building a sound ethical infra-structure of the society, overcoming this lack of sustainability in anti-corruption strategy will be another key to make a difference in the longer term.
