There are aliens of over one million in Korea. This paper examines double aspects composed of social inclusion and exclusion, and especially exclusive aspect after conceptualization of aliens(foreign workers, north Korean migrants, homeland-staying 'brethren'), social inclusion and exclusion. In spite of inclusive aspects, dominant aspects of aliens policy of Korea may be summarized into exclusive one.
