Administrative Ideology and Perspectives on the Public Officials in the Local Government:

Administrative ideology of the local government is one of the primary objectives aimed at ensuring local autonomy and its substantiality. Especially, in the case of Chungcheongnam-do, after setting and driving "practical administration of creativity and challenge" as its administrative ideology, the province's solid system is not yet consolidated. Thus, this inquiry attempts to search for the establishment plan of administrative ideology on the basis of theoretical review and practical analysis on it. This paper contends that the province needs to establish legal and institutional foundations as well as operational infrastructure for the embodiment of "practical administration of creativity and challenge." As a result, Chungcheongnam-do should promote system reformative actions and changes of its members' consciousness for the dynamic and efficient administration, and by forwarding practicality and substantiality, it must strive for advancing high quality of administrative service and improving quality of life of the local public.
