The Study for Introduction of the Commercial District Development System for Revitalizing of Established Town

Today, in small-midium cities, one of the problems is the decline of established town caused by developing new town and the cause of it are a deterioration of infrastructure and buildings in established town and a employment loss by the out-flow of population and industry. Especially, this problems are becoming worse because of influencing in the social, economic and cultural aspect as well as the physical aspect on the decline of cities. Accordingly, the purpose of this study is to explore the measures for introduction and operation of the commercial district development system as alternatives for revitalizing the established town, adequately in Korea. For this purpose, this paper used a comparative analysis about BID of U.S, TCM of U.K and TMO of Japan. In conclusion, for introducing and operating commercial district development system, we need to make improvements as follows. First, we need to establish the specialized organization and build cooperation system of organizations. Second, It is necessary to cultivate a human resource like towncenter managers and support to integrative organization. Third, we need to build the system of fund procuration for private sector to act in community.
