프랑스경찰의국가-지방자치단체간협력과윤리적거버넌스

Collaboration of ethical Governance inter Governmental Province of the France Police

본 논문은 윤리적 거버넌스의 협력체제를 분석하였으며 특히 프랑스 공공정책상의 거버넌스를 고찰하였다. 오늘날 분권적 협력적 협력방안을 통한 자율적 국정관리정책은 시대적 흐름이고 갈등이나 문제를 해결하는 유효한 정책수단이라고 본다. 과거의 권위 주의체제의 상의하달식 명령이나 계층적 관료주의체제로서는 국가와 지방정부간의 문제해결은 커녕 민주적 오류와 갈등을 조장하므로 참여와 협력을 통한 협치체제의 시스템은 수평적 개방적 행정으로 향하는 좋은 계기가 된다고 본다. 즉 분권,민주,개방,협력, 투명으로 상징되는 현대행정의 윤리적 거버넌스 개념이 요구된다고 본다. 정부간 관계 에 있어 협력방안이 무엇인지 자치경찰과 국가 경찰과의 조정은 어떻게 진행되는지도 살펴볼 필요가 있다고 본다. 본 논문은 프랑스 안전정책상의 윤리적 거버넌스와 협력방안을 고찰한다. 이를 위해 공공안전 정책상의 거버넌스를 살펴본다. 두 번째로는 프랑스 공공안전 정책에 있어 기능과 협력방안을 고찰한다. 세 번째로는 지방자치경찰과 국가경찰간의 정책협력 방안을 살펴본다. 단일국가로서 지방분권을 추진하고 있는 프랑스 에서는 경찰 등 공공 안전정책에서 이 ‘거버넌스’를 어떻게 운용하고 있는지 알아보고, 우리에게 유용한 윤리적 거버넌스의 시사점을 도출해 보고자 한다.

Collaborations of ethical Governance inter Governmental Province in France Police have been struggling to provide an moral and ethical public service for the citizens. Governance, in its form, as well as in its new expressions, boosts the progress of national development and necessarily results in inter Governmental relation. Good Governance study can be dealt with approach in national and Governmental relation transnational dimensions. The characteristic of France police inter Governmental relation shows that local autonomy system, privatization problems and community policing. Beyond police Governance, France police inter Governmental relation are necessary to important analytical terms and to curbing impulsive bureaucratic police behavior and culture. we have studied that it must be imposing ethical Governance and reformations. This paper focused on cooperation system such as Collaborations of ethical Governance, Decentralization, Autonomy Police system. This research paper is trying to cast light on Governance from many different viewpoints. The key points the authors emphasize are as follows:First, to examine the analysis of Governance which were noted for their police organization, Second, to define each of the functions and problems of those ethical police systems, which are the police collaboration in France, Lastly, to build we review the current trends and situations with respect to Collaborations of ethical Governance, and to find out possible countermeasures by focusing on the police of France.
