공무원의 부패성향 분석을 통한 정책과제

공직자들의 부패가 사회적으로 갈등과 사회통합을 저해 시킨다는 점은 너무도 자명 하다. 이들 공직자들의 부패원인에 대해 일반적으로는 권위주의적, 집단주의적이고 다른 한편으로는 개개인적으로는 복지부동라고도 볼 수 있는 방관주의 또는 무관심주의가 동시에 나타난다고 한다. 그러나 기존 공무원의 부패원인에 대한 이들 선행연구들은 사회심리학적인 분석 내지 설문지를 통하여 현상에 대한 실증연구가 대부분이고 앞으로도 요인분석까지는 이르지 못하고 있다. 본고에서는 사회적 이슈진단을 통해 질적 내용분석 방법의 하나인 퓨처스휠 기법을 활용하여 인테넷에서 자료검색이 가능한 1995년 이후 논문과 언론보도에서 드러난 공무원의 부패와 무능문제에 대하여 실태적으로 분석하고 이를 통해 공무원의 부패성향 분석을 하고자 하였다. 분석결과 공무원의 부패 및 무능의 원인으로는 크게 조직문화, 외생적 요인, 개인적 요인으로 구분할 수 있었다. 정책적 함의로서는 첫째로, 일선관료가 특히 규제권한을 갖고 있는 건축과 환경행정 분 야에서의 일선공무원들의 집행과정에 대한 시민과 NGO 등의 적극적인 참여가 필요하다고 볼 수 있다. 두 번째의 정책적 함의는 공무원에 대한 교육훈련에서 일방적인 주입 식 교육보다는 상황극 연출, 체험적 교육훈련 등 보다 구체적이고 실험적인 교육훈련 방식으로의 전환이 필요하다고 보겠다. 세 번째의 정책적 함의로서는 비현실적인 규제와 복잡한 행정절차가 오히려 부패를 발생시키는 원인으로 분석되므로 제도개혁도 중요하다. 따라서 일선공무원들의 상향식 공무원제도개선제언제도가 있기는 하나 대부분 유명무실화 되어 있는 실태이므로 이를 실용화시킬 필요가 있다.
