한국의 기초지방선거에서 나타난 부패현상은 심각할 만한 수준이다. 1995년 전국동시지방선거가 실시된 이후 자치단체장이 기소된 통계를 보면 1기 9.3%, 2기 24.2%, 3기 31.5%, 4기 43.9%로 계속 증가 추세이다. 지방자치단체장 10명 가운데 4명이 선거법, 정치자금법, 뇌물수수, 횡령 등의 혐의로 기소되었다. 그 중에 지방선거부패와 관련된 자치단체장의 선거사범이 매우 높게 나타나고 있다. 2010년부터 2012년 사이에 적발된 부패공직자 중 지방공직자가 전체의 57.2%를 차지했다. 2013년 부패인식도 조사에 따르면 일반국민의 54.3%가 공무원이 부패했다, 공무원 중에 18.9%는 공직사회가 청렴하지 않다고 응답했다. 그러기에 이런 부패문제 의 근본적 원인과 처방이 국가와 지역발전의 중요한 화두가 되었고 그 중에 지방선거 부패는 심각한 과제가 되었다. 본 연구에서는 이러한 문제를 해결하기 위해 지방선거사 범 유형별 처리현황, 지방선거당선자 선거범죄 현황, 지방선거부패사례와 요인 등을 분석하였고, 심층면접 비교분석을 통하여 깨끗한 지방선거를 위한 부패방지방안을 제시하였다.

The corruption in local election in the nation has already reached a serious level. According to the statistics, the percentage of local government leaders prosecuted since the nationwide local election of 1995 was 9.3% in the first group, 24.2% in the second group, 31.5% in the third group, and 43.9% in the fourth group, which clearly shows a rising trend. Four out of ten local government leaders have been prosecuted for the suspicion of the violation of the election act and political fund act, bribery, and embezzlement. Local public servants accounted for 57.2% of corrupted public servants disclosed between 2010 and 2012. In a corruption awareness survey conducted in 2013, 54.3% of the respondents said that public servants were corrupt, and 18.9% of public servants said that the public servants community did not maintain integrity. Following those survey results, the fundamental causes of such corruptions and their diagnosis emerged as important topics in national and local growth. The present study attempted to diagnose the current state and causes of corruption in local elections, the most important corruption factor of local government leaders and municipal councilors, and propose a way to secure transparency.
