우리나라의 부패인식수준과 국가경쟁력간의 관계에 대한 연구

A study on the relationship between the corruption perception and the competitiveness of nation

우리나라뿐만 아니라 다른 국가에 있어서도 부패의 문제는 항상 존재하여 왔고 향후에도 존재할 것이다. 부패의 개념에 대해서는 학자마다 약간씩 상이하지만 개인적 지위를 남용하여 개인적 이익을 취하고 있다는데 공통의 의견을 보이고 있다. 최근에는 부 패에 대한 연구가 다른 사회구성요소간의 관계에 보다 많은 초점을 맞추고 있어 이러 한 측면에서 우리나라의 부패인식수준과 국가경쟁력간의 관계에 대해 연구하고자 한다. 연구결과 부패인식지수와 국가경쟁력 순위간에 있어 일정한 관계를 도출하는데 어려움 이 존재하고 있는데, 다시 말해 우리나라의 부패인식지수와 국가경쟁력 순위간에는 관련성이 없다고 분석할 수 있다. 다만, 미시적으로 부패인식지수와 정부효율성분야의 공 공재정부문간의 순위간에는 부의 관계를 보이고 있다. 그러므로 우리나라에서는 부패인식수준이 높으면 국가경쟁력 순위가 높다거나 국가경쟁력 순위가 높으면 부패인식수준 이 높다는 일반적인 인식을 차용하기에는 곤란성이 존재하고 있다. 그럼에도 불구하고 부패의 심각성을 인식하여 정부의 효율성을 추구하고 이를 통해 국가경쟁력을 지속적으로 높일 수 있는 정책적 노력들을 지속할 필요성은 존재하고 있다.

The issue of corruption has been over decade, and many scholars carefully expect it will become continuous. Usually, the corruption is conceptualized by the gaining personal benefits or profits through abusing personal standing and authority. Recently, since many researches have been focusing on the association between the corruption and social components, this study aims to investigate the correlation between the corruption perception and the level of national competitiveness. From the analytical results, this study conclusively argues that there is no relationship between them, but alternatively there is certain evidence which provides the positive correlation between the corruption perception and the capacity of public finance measured by global public finance index. That is, the study cannot argue that direct relationship between the corruption perception and national competitiveness, rather considering indirect ways toward national competitiveness throughout public finance capacity and the corruption perception. So, the government surely makes an effort to improve national competitiveness in a way of achieving governmental efficiency and recognizing the seriousness of the corruption.
