재일코리안 고령자의 부양문제에 관한 연구 - 개호보험제도의 문제점과 가능성을 중심으로 -

일본의 개호보험제도 이전의 노인복지는 국가가 나타내는 방침을 전제로 서비스를 해 온 반면, 개호보험제도의 시대에는 도시를 무대로 주민 참여하에 행정 및 서비스 제공 사업소 등이 개호보험사업 계획의 틀을 만들어 가는 것으로 되어 있다. 그러나 일본에서는 개호난민이라고 하는 사람들의 존재로 개호보험제도가 실시되어 12년째가 되어 가지만 서비스를 받을 수 없는 개호난민의 문제가 표면화 되고 있다. 이국에서의 노후 생활을 강요당한 재일코리안 고령자야말로 개호난민의 전형적인 존재이다. 필자는 재일코리안 고령자의 개호문제의 실태를 밝히고 , 문제 해결의 방향을 가늠하는 것을 목적으로 연구를 진행해왔다. 그 연구는 재일 한국인의 형성사 전후 일본사회에서의 민족단체의 개호지원 활동의 역사적 전개, 재일 코리안 고령자 케어실천현장의 현상과 과제를 명확하게 하기 위해서였다. 그러나 그 연구는 개호보험제도의 구조 소개, 개호보험사업 계획의 개요 소개와 문제점을 지적, 개호보험사업계획의 가능성에 대한 탐구 과제로 남아왔다. 본 연구는 개호보험제도의 구조와 개호보험 사업계획의 문제점과 가능성에 대한 검토를 통해 재일 코리안 고령자의 개호 문제의 해결을 가능하게 하는 제도와 그에 기초한 지역에 있어서의 대처 방향을 찾는 것을 목적으로 하고 있다.

This study aims through a review of the problems and possibilities of structural and long-term care insurance business plan of nursing care insurance system to find the deal direction of the islands and regions based thereon that allows the resolution of long-term care issues in Japan Korean elderly have.
