Improving Korea’s Refugee Policy through Transparency of Internet Information: Lessons from Canada

이 연구는 캐나다와 한국 정부에 의해 인터넷에 게시된 난민 청구와 청원을 비교하였다. 이 논문은 두 나라 정부의 담당 부서가 다루고 있는 난민 청구와 청원에 대한 문제를 분석하였다. 비교 분석의 결과로서, 한국 정부는 인터넷상의 난민 청구와 청원에 대한 정보의 양과 질을 급히 개선할 필요가 있다. 캐나다의 사례를 비추어 볼 때, 한국 정부는 난민 청구와 청원에 대한 인터넷상의 정보를 어떻게 개선시켜야 하는가를 이 논문은 제시하고 있다. 즉, 전 세계적인 난민 위기 문제에서 지도력을 보여주는 국가들과 동등한 가치를 갖추기 위하여, 한국 정부가 개선해야 할 난민 정책의 선결 조건은 인터넷 정보의 투명성임을 밝히고 있다.

This paper compares the refugee claim and appeal information posted on the Internet by the governments of Canada and Korea. It analyzes the information posted by all the relevant government departments of the two countries on the issue of refugee claim and appeal. This comparison leads to a conclusion that Korean government needs to radically improve the quantity and quality of refugee claim and appeal information on the Internet. By drawing lessons from Canada, this paper makes suggestions to Korean government on how to improve the refugee claim and appeal information on the Internet. Hence, the transparency of the Internet information is the first essential step towards improving Korea’s refugee policy on a par with those countries which have shown leadership in the global refugee crisis.
