마을만들기 시민역량모델 개발 및 교육요구도

The Development of Citizen Competence Model for Community Building and Educational Needs Analysis

본 연구는 마을만들기 시민역량모델을 개발하고, 이에 기반하여 마을만들기 시민교육에 대한 교육요구도를 분석했다. 이를 위해 문헌분석, 전문가 자문, 델파이조사, 예비 설문조사, 본 설문조사 등을 실시했다. 본 연구대상 중 전문가 자문은 마을만들기 관련 학계 교수와 현장전문가 20명이고, 분석에 활용한 설문대상은 마을만들기에 1년 이상 참여한 경험이 있는 A시 마을 주민 431명이다. 연구결과, 3개 차원, 9개 역량군, 46개 역량으로 구성된 마을만들기 시민역량모델이 도출되었다. 교육요구도 분석에 있어서 최우선순위 역량군은 ‘의사소통’, ‘주민협력’, ‘지역실천’ 등이었고, 최우선순위 역량은 토론참여, 민주적주장, 갈등조정, 역할분담, 다문화 등으로 나타났다. 본 연구결과에 기반하여 마을만들기 시민교육에 관련한 시사점과 제언을 제시했다.

The purpose of this study was to develop the citizen competence model for community building and to analyse educational needs. This study is performed by means of literature research, expert consultation, delphi method, survey. The data were collected from 431 citizens with the experience of community building over 1 years in A city. The results were as follows: First, the competence model was developed which was composed 3 dimensions, 9 competence groups and 46 competences. The priority needs of citizens are ‘communication’, ‘cooperation among citizens’, ‘practice in region’ in competence groups, and ‘participation in discussion’, ‘democratic opinion’, ‘conflict adjustment’, ‘role allocation’, ‘understanding about multi cultures’ in competences. This study suggested proposals to be applied citizenship education related to community building.
