말레이시아 반부패청(Anti-Corruption Agency)의 기능과 성과

Functions and Performances of the ACA of Malaysia

The purpose of this study is to analyse organization, budget, function, power and performance of the Anti-Corruption Agency(ACA) of Malaysia and provide appropriate policy implications for the Korea Independent Commission Against Corruption(KICAC). Anti-Corruption Act 1997, which is a basic act of ACA, prescribes definition of corruption, functions of ACA, powers of ACA agent such as investigation, and punishments in detail. In addition, the ACA relatively has suitable budget and human power size. On the basis of this act, budget and human power, the ACA has practical and effective role in monitoring and preventing corruption. The policy implications from functions and performances of the ACA are as follows : reinforcement of budget and human power, establishment of local branches of KICAC, systematic and stable partnership-building among related anti-corruption organizations, allowance of practical investigation power, and proactive education and communication to the nation, expansion and reinforcement of information and research, and advisory organ on supplement of the personnel, awarding, conferment of a decoration, selective retirement, promotion, remission right.
