민주주의, 시장경제 그리고 부패

Corruption in Market-Oriented Democratic Society

현대 사회에서 시장경제적 민주주의는 가장 효율적이고 유용한 체제로 인식되고 있다. 하지만 민주주의와 시장경제의 근본적인 긴장관계에 의하여 부패는 일반적인 현상이 되고 있다. 부패 문제에 관한 논의의 연장선상에서 ‘민주주의와 부패’라는 주제를 중심으로 ‘정치부패’와 ‘정경유착적 부패’에 대해 집중적으로 논의하였다. 구체적으로 시장경제적 민주주의 하에서 정치적 지도자와 경제적 엘리트 혹은 이익집단 사이에서 발생하는 부패의 원인을 다양한 접근방법 중 제도적 접근방법을 이용하여 살펴보았다. 이것은 세계 거의 모든 국가들이 시장경제와 민주주의를 채택하고 있는 현실 상황에서 시장경제와 민주주의의, 그리고 양자의 공존이 부패와 맺는 관련성을 이론적 차원에서 살펴보는 것이다. 민주주의 그 자체가 완전하게 부패를 방지해주는 것은 아니다. 민주주의 하에서 발생하는 부패문제를 해결하기 위하여 제도적 장치가 필요하다. 먼저 정치인이 정치적 영향력을 행사하는 과정에서 견제와 균형의 원리가 보다 엄격하게 제도화되어야 하며, 정책결정 과정을 다단계화하고 투명하게 해야 한다. 다음으로 부패를 감시하고 방지하기 위한 제도적 기구와 장치가 반드시 마련되어야 한다. 독립적인 사법부와 검찰이 부패행위에 대해서는 성역 없이 조사하고 판결할 수 있어야 하는 것은 물론 이와 동시에 독립적인 부패방지 기관들을 설립함으로써 부패에 대한 일상적인 감시가 가능해져야 한다. 마지막으로 특정 개인이나 특정집단이 정책결정 과정에 자신들의 명확하게 의사를 전달할 수 있는 제도적 장치가 보장되어야 한다. 부패는 결코 단선적이고 단편적인 문제가 아니기 때문에 제도적 장치를 통해서 부패문제를 완전하게 해결할 수는 없다. 인간사회 전반에 걸쳐 총체적으로 작용하는 것이 부패인 만큼, 보다 다양한 차원에서 보다 다양한 해결방법을 통해 종합적으로 접근해야 한다.

In the modern society;'market-oriented democracy' is regarded as the most effective and useful system. However;the fundamental tension between democracy and market economy has often resulted in diffusion of corruption. Based on the existing studies on the issue of corruption;this study mainly deals with 'political corruption' and 'crony capitalism' under the theme of 'democracy and corruption.' To put it concrete;this study;employing institutional approach;attempts to figure out the causes of corruption generated between political leaders and economic elite or interest groups in a market-oriented democracy. However;it is neither a comparative study on various cases nor a case study on a specific state. Rather it attempts a general analysis on corruption generated in market-oriented democracies. Namely;paying attention to the current situation in which almost every states in the world adopts market economy and democracy;this study aims to deliberate theoretically how the coexistence of market economy and democracy has been related to corruption.
