A Study of the Appropriateness of New Public Management through the Analysis of Next Step's Executive Agencies and Special Operating Agencies in the United Kingdom and Canada as the Society of Anti-corruption

The main purpose of this article is to analyze the usefulness of New Public Management through the study of Next Step's Executive Agencies in the United Kingdom and Special Operating Agencies in Canada as the nation of anti-corruption. The purpose of the establishment of the Agencies is to provide a better service to the public and to improve departmental service. The function of Next Step's Executive Agencies and Special Operating Agencies may not be operative in the society of corruption, while the establishment of the Agencies will be useful in the advanced trust society such as United Kingdom and Canada. The principle of New Public Management, which is in accord with the purpose of the establishment of Next Step's Executive Agencies and Special Operating Agencies, can be regarded as "self-renewing system" and "entrepreneurial government model". The essential factors of New Public Management are "hand-on professional management in public sector", "output controls and competition", "discipline and parsimony" and "result-oriented management system". It is significant to analyze that the function of the Agencies, which emphasizes accountability and autonomy, will be effective in the society of anti-corruption such as the United Kingdom and Canada.
