Contemporary local government in Great Britain has a long tradition since the 9th century. The borough was already established in the 10th century. The local autonomy was based on the principle of parliamentarism with participation of the citizens. But the rule of law and the sovereignty of parliament determined the conditions of local government. In contrast to Great Britain, France is a centralized country. Local government was considered as a policy instrument of the central government. In 1981 the newly elected Socialist government of France announced a vast program of decentralization. In Germany the state legislative procedures determine local government autonomy of their states and not the central government(Bundesregierung). In the last decade of the 20th century Germany has experienced a reform in local autonomy.
