독일지방자치의 변화와 자율경영의 투명성에 관한 고찰

A Study on the Changes and Self-Management's Transparency of Local Autonomies in Germany

This article focuses mainly on the reform and changes in local governments of Germany. The purpose of this study is to examine the changes in administrative restructuring of German local autonomies and to analyze the matter of local affairs, participation of citizens, transparency, responsibility and autonomy with relation to local management. The results of this study indicates that a local government, as a possible key administration unit, would be more productive and quick in decision-making, since it is more horizontal autonomy structure. Furthermore, it would make residents participate more actively in major policy-making processes. And local government has made efforts for various tasks, such as information interchange, boosting economy, and coordinating a conflict between competing powers in diverse areas, and constructing an information network. Finally, the author suggests that these changes and innovations of local autonomies are very valuable and point out a suggestive model for the public administration in Korea.
