This study first started out by questioning the equivocality of existing definitions of government innovation laid down by preceding studies. Focusing on clarifying the definitions of values and concepts as to why and for what government innovation is necessary, attempts are made to identify flaws of the existing conceptual definitions and re-conceptualizing them. In the meantime, the study takes an approach of focusing on social equity theories of Jeong-Am, Yool-Gok, and Da-San, from a democratic standpoint. Also, it is suggested that as a political implication, the study could contribute to reflecting upon the current innovation pursued by the Participatory Government.
