自由主義國際政治理論視角에서 본 日本 民權論者들의 平和論硏究

A Study on Liberal Theory of International Politics from the Perspective of Japanese Civil Rights Advocates -With Focus on Patterning through Theoretical/Practical Analysis

日本の自由民権論的平和論とは、民主政治体制が確立されれば、戦争を 防止し、平和を実現することができるという論理システムである。民権論 者たちは、民主主義と平和を不可分の関係に認識し、国民の人権と自由が 抑圧され、平等が保障されていない非民主的な政治体制が、植民地帝国主 義路線のような侵略的な対外政策と戦争を引き起こすと主張した。また、 戦争が少数支配層の利益のためであり、一般国民には人的・物的被害のみ をもたらすと指摘した。地域の平和連帯論は、域内諸国間の連携を通じ て、共存共栄と地域平和を達成しようとする論理を核心内容としている。 特に、本稿は上記のような日 本の公民権運動論者の平和論を、内容的側面から見直し体系的に整理した。そして自由主義国際政治学の民主主義、平和理論、自由主義的統合理論、多国間主義の理論を使用し分析することに より、その実際の意味を明瞭化し、民権論者の平和論を立体的に再構築す るための研究を目的としている。

The theory of liberal civil rights in Japan is a logical system to prevent a war and realize peace, based on the establishment of democratic political system. The advocates of civil rights thought that democracy and peace were inseparable and argued that undemocaratic political system, in which the civil rights and liberty of the people are suppressed and their equality is not guaranteed, leads to aggressive diplomatic policies and war in line with the colonial imperialism. Furthermore, they pointed out that a war is just for the benefits of a small ruling class and brings personnel and materiel loss, and that the theory of regional peace solidarity leads to coexistence and coprosperity among the regional countries through their solidarity. This paper aims to reexamine the peace theory of the advocates of civil rights, analyze the theories of democratic peace of liberal international politics, liberal unification, and multilateralism, and reconstruct the peace theory of the advocates of civil rights in stereoscopic vision.
