Comparative analysis on public servant's ethics management system in Korea and USA

In this paper, I have compared the ethics management system between Korea and USA. Most developed countries had established and operated many laws and institutions for the improvement of public servant's ethics. Representative means for the public servant's ethics are code of ethics, ethics law, and conflict of interest act. Then, Most countries have a multiplicity of background in establishing ethics-related means. So it is very important to know not only the current laws and institutions but also the background and reasons for the enough understanding of ethics management system of other countries. Many ethics institutions of Korea are stand on that of USA. So, understanding the background and reasons of ethics system of USA is very important and necessary. In this paper, I have compared code of ethics, ethics law, and conflict of interest law between Korea and USA. Two countries have some points of common. First, Two countries had legislated some ethics institutions when ethical problems or corruption cases were broken in government. Second, many acts were legislated in the early days of presidency.
