Ethics Program in the Korean Public Sector

This study attempts to comprehend the operational aspects of public ethics program in Korea and searches for more practical measures. It is based on the assumption that little is known about Korean public ethics program, while a more systematic knowledge of it is an essential part for an effective program operation. This study categorizes public ethics program into four key components -- ethics codes, ethics education, regulating violation of ethics codes, and ethics analysis and evaluation --, and draws perceptual pictures of each component using survey responses from 581 public officials. It was found that Korean public ethics program fulfills certain institutional and formal requirements for a control mechanism, and that unlike our expectation, responses of public officials about ethics codes and ethics education were fairly positive. On the whole, however, it still leaves much to be desired. This study recommends that certain prescribed measures be given priority: enhancing participation in the process of revising ethics codes; periodical evaluation and feedback of compliance of ethics codes; organizational support for ethics education; reporting violation of ethics codes; and linking (un)ethical behavior and personnel function.
