This paper is to examine the close relationship with administrative responsibility and administrative ethics. The former is the matter of institutional item that can be approached from outside however administrative ethics is the matter entirely approachable from inside. This paper attempts to emphasize how the civil servants of the central government institutional level of ethical matter of to be improved. The ethical matters of civil servants are generally affected by the institutional elements as well as the outside environmental matters. This paper is focused on the examination of the various factors causing unethical behavior of the civil servants and how these factors can be corrected for more ideal ethical behaviors. To study these factors the traditional socio-cultural aspects and administrative institutions of korea are comprehensively examined. This paper wish to enhance the ethical level of korean civil servants through the correction of various factors related to administrative ethics and responsibility. Although, this paper is not cutting edge model and perfect analysis, some contributes to the responsibility to make them in real and studying for ethics of public services.
