A Study on the improvement of public information disclosure system for increasing trust in government

It is desirable that the function of information disclosure depends on the process of this system and the category of non-disclosure. The access to government information not only enhances people’s understanding, trust and supervision of public affairs, but also promotes their participation in democracy. Although the number of request for disclosure information has soared and there was remarkable success, there are some problems related to this institution. In this paper the authors tried to point out the drawbacks of information disclosure system within the framework of government trust such as description for non-disclosure decision, poor administration of official announcement, the difficulties of information retrieval, and the leaking of private information. According to those problems, the authors are also looking for the alternatives and policy implications with comparison with the system of Unites states.
