A study on special prosecutor and Independent Commission against Corruption of Higher officers

There has been discussed about special prosecutor for a long time in political and academic circles. That is why korean public prosecutor have been criticized for their unfairness and partiality needed to control political corruption and higher officers' illegality. After long discussion, The Special Prosecutor Act was enacted at the beginning of 1999 in Korea. After that, there has been enacted about the special prosecutor by the National Assembly of Republic of Korea eight times more. However the results of the valuation on Korean Special Prosecutor Act of 1999 to 2010 were not good, because that the results of investigation by special prosecutor were in no respect satisfactory. So there are telling argument for the permanent establishment of special prosecutor for the investigation of political corruption cases or constitution of 'Independent Commission against Corruption of Higher officers'. From now on, Independent Commission against Corruption of Higher officers has to be organized without interference of President or any other administrative power, if it's organization comes true.
