테러와의 전쟁과 초국가적 테러 간의 실증적 관계 분석

The Analysis on the Empirical Relationship between the War on Terror and Transnational Terrors

2001년 미국은 테러와의 전쟁을 선언하고 테러집단 및 체제를 와해시키기 위한 대군사작전을 시행하였다. 지금까지 테러와의 전쟁에 대해서는 개념적 차원에서 연구가 주로 진행되었으며, 실증적 측면에서 이러한 대테러에 대한 근본적 정책변화가 테러집단 및 체제의 와해에 어느 정도 효과가 있었는지에 대한 분석은 수행되지 않았다. 따라서 본 연구에서는 테러와의 전쟁에 따른 테러집단 및 지원체제의 와해는 초국가적 테러 발생의 억제 또는 감소로 연결될 것이라는 가정 아래 테러와의 전쟁이 초국가적 테러 발생에 미치는 실증적 효과를 분석하는데 연구목적을 두었다. 시계열분석모형인 개입모형을 통해 분석된 결과를 보면, 테러와의 전쟁은 연간 초국가적 테러 발생건수 변화량에 통계적으로 유의미한 마이너스의 영향을 주는 것으로 나타났다. 구체적으로 보면, 테러와의 전쟁수행으로 인해 즉각적으로 연간 테러 발생건수 변화량이 0.66395건 감소하며, 장기적으로는 매년 1.2건의 초국가적 테러 발생이 줄어드는 것으로 조사되었다. 연간 테러 발생건수로 보면, 테러와의 전쟁수행으로 동기간에는 테러발생이 0.66395건, 1기 뒤에는(t=1) 1.62203건수, 2기 뒤에는 (t=2) 2.71039건수, 3기 뒤에는(t=3) 3.85647건수 감소하고 있으며, 10기 뒤에는 (r=10) 12.164건수가 감소하며, 기간이 지날수록 감소량이 더욱 증대하는 것으로 분석되었다. 이러한 실증연구결과는 테러집단 및 체제의 와해라는 테러와의 전쟁 근본목적이 어느 정도 성공을 거두고 있음을 시사하고 있다고 볼 수 있다.

Since the terrorist attack of September 11, 2001, the United States announced the war on terror, having conducting military operations against terrorist groups and regimes. Total funding for the war on terror is estimated about 1.7 trillion dollars as the end of the FY 2015. Even though there have been many research papers and articles to analyse the war on terror in various aspects, few have analyzed the empirical effects of the new anti-terror policy on transnational terror events. Then, using the time series model, this paper purposes to study the dynamic effect of the war on terror on transnational terror events. The empirical results, based on the intervention model using the war on terror as the intervention variable, show that the war on terror reduced the number of transnational terror incidents immediately, the impact effect of the war on terror, that is, the coefficient of the intervention variable is statistically significant at conventional levels, and the long run effect of the war on terror is estimated to reduce 1.2 transnational terror incidents every year. The impulse response function shows that when the war on terror is engaged, transnational terror incidents initially fall by 0.66395 incidents per year, by 1.62203 incidents per year 1 period later, by 2.71039 incidents per year 2 period later, by 2.85647 incidents per year 3 period later, and 12.164 incidents per year 10 period later. The empirical results indicate that the war on terror has been somewhat successful to achieve its goal, defeating the terrorist groups and regimes.
