The concept of police corruption can be divided into two different sub categories. The one is the misconducts rarely accompany reports or complaints because all of the involved parties take some sort of benefits, such as bribery in return for turning blind eye to illegal business. The other is, on the contrary, police misconducts usually result in complaints or reports made by members of the public. such as rudeness and misuse of power. Based upon this two-tier concept of police corruption. this article briefly reviews the anti-corruption policies and initiatives introduced during the presidency of Kim. Dae-Jung, analyse the anti-corruption systems and policies of the police in Britain and Hong Kong as model cases and tries to suggest directions for change the Korean Police should consider.
