Improving the quality of life(QOL) is the fundamental purpose of local administration. Nevertheless, the rapid increase of corruption incidences in local government since introduction of the local autonomy in the 1990s has caused a serious obstacle in the process of local administration development in Korea. The significance of corruption to QOL can be correlated to one another. That is, a society with high QOL has a transparent society, while a society with low QOL has higher instances of corruption in its local citizens' society. In terms of this perspective, public confidence and transparency should be included as a strategy of the QOL domains. In the context of improving the QOL of the local citizens, the author suggests some strategies focusing on innovation of a culture of corruption in the society of local citizens.
