지방자치단체의 부패실태와 반부패정책

A Study of the Local Autonomy Bodies' Corruption and Anti-Corruption Strategies

This study examines actual situations of corruption spreading arnong the heads of Korea local autonomy body, council members, and local government officers since the implementation local autonomy system in the 1990s and in return, provides reasonable long-term anti-corruption strategies through the systematic approach. Specifically, the corruption of the elected-local government officers is very serious due to the current political parties nomination and election system, and campaign procedure. The reason for the corruption spreading among the local officers can be private connection, alumni relations, blood relations, and the difficulties of living allowance because of the low remuneration, the moral hazard, and professionalism. As suggested, this paper presents several reasonable anti-corruption policies as follows: first, adoption of resident citation system; second, abrogation of public nomination system through political parties; third, maintenance of transparency and simplification of public administration process; fourth, the civil service procedure through the internet; fifth, cumulation of the database of corrupted government officers; sixth, mobilization of NGO and retired government officers in anti-corruption strategies.
