학습관료제의 관점에서 본 우리나라 부패방지정책의 문제점 분석

Korea has enforced various policies for corruption prevention which focused mainly on corruption punishment measures. However, on looking around the current status of the corruption problem in Korea we can not say easily that the corruption matters have remarkably reduced. Rather it would not be improved, almost the same as before, depending on his or her own experiences and viewpoints. Why do we have to encounter such unpleasant comments? For the answer, in this paper, the learning bureaucracy is suggested. Since most of the governments in Korea carried out their anti-corruption policies on the traditional administrative bureaucracy, they could not accomplish the target which the policies were willing to get. The traditional administrative bureaucracy is not prone to policy-oriented learning system. The learning bureaucracy that is on learning organization could be an efficient instrument for sustainable and stable enforcement of the anti-corruption policies. The learning bureaucracy facilitates the policy-oriented learning, which is an ongoing process of search and adaptation to newly changed environments, and which pursues consistently the core policy beliefs. The core policy beliefs are the values which have to be pursued and realized perpetually. The analyses from the viewpoint of the learning bureaucracy, in this paper, show us the directions for the future anti-corruption policies of Korea.
