The Dual Track Nature of Economic Reform Strategy and Informal-Personal Practices in Chinese Enterprise

The main focus of this paper is on how the nature and role of informal-personal relationship have been changed during the economic reform, how the process of transforming and restructuring enterprise property rights after Chinese economic reform, how the process of transformation has given both Chinese entrepreneurs and government officials advantages in forging informal-personal networks among them, and how those actions have contributed to systemic corruptions occurring in the informal-personal realm. It is found that the dual structure of plan and market has institutionalized the traditional informal and personal behaviors of government officials and entrepreneurs. The dual track nature of economic reform strategy, although politically attractive, contributed to the prevalence of informal and personal practices in the sector of Chinese enterprises. Those central and local government officials, party cadres, enterprise leaders have maintained rich and profitable networks in the arena of Chinese enterprises, which not only had been nurtured during the long pre-reform era, but also have been reinforced during the reform period. The close relationship among them often makes assets or income flow slip out of State hands into private control or outright private ownership through various methods.
