Reformative Approach of transparency on the Intergovernmental External Cooperation Relations

The topic of Intergovernmental external cooperation relations is significant one. It is a topic that will receive considerable attention from the outside management of local government. Because the reformative role of local government has shifted from the inside management to the outside management in these days. The impact on local government as a result of these shifts has increased. Another important aspect of these changes has been the greatly increased role of private providers. Many nonprofit providers have dominant positions in their locales. In relation to the base of these changes, the necessity of interdependence on intergovernmental relations has affected a way of problem-solving to cope with internal management. Thus, this study aims to suggest reformative approach and guidelines solving external cooperation on the basis of IGR methodology. Major finding is that intergovernmental external cooperation relations should be perceived in view of relationship approach, not individual approach.
