Berliner administrative reform and changes after the reunification

This paper deals with the administrative reform in the process of the political administration system. The Berlin administrative reform plays an important role and function as a united capital as a whole and strives to the development of the administration as a central city of Europe. The changing process has transformed the emphasis of previous political paradigm to administrative management. Without concerning political ideas and interests, the administrative reform stresses productivity and economic efficiency through the construction of a small government. In order to enhance the productivity of the administration, important functions and major tasks are decentralized and reorganized in the form of horizontal system. This reform focuses on productivity and decentralization in all areas through fusion of administrative districts. Consequently, the tendency of new administrative management escapes from orthodox management system and advances to adapt administrative productivity, effectiveness, transparency, and democracy.
