The Corruption-Screening Funtion of Information-Disclosing System in the Knowledge-Information-Based Society and Information-Disclosing Act

The knowledge-information-based society which is systematized with the communication, computer and etc, starts in the process of the constructing of infomation-infrastructure, such as the high speed and of the communication system, safeguarding the value of knowledge·information, and arranging the relation between right and obligation which is related to the making, preserving and of digital information. In the knowledge-information-based society, the construction of the government papers-index and digitalization which helps people to be able to obtain government information through the means of electronic devices is required to get people to make the maximum use of public-information and claim the clearness of the governments, which finally leads to the confirming of the screening system that is able to defense corruption. However, the most important thing is the function of information-disclosing acts. I'll write the improvement measures of the 'Information-disclosing Act' in the corruption-screening funtion of information-disclosing system in the knowledgenforrnation-based society, in the point of 'who' demand and 'what' information is disclosed.
