Almost all the countries in the world except Korea maintain the local autonomy police system. In addition, external controls on police are exerted by national and local assembly, court and press, etc. in these nations. Nonetheless the police ombudsman system such as "independent, civil and external" review agencies were (and are) established separately independent of such an existing external control agencies. For example, Civil Complaints Review Board (CCRB) in New York City, Police Complaints Authority (PCA) and Police Ombudsman in South Australia and Britain is operating. There are divergent forms of police ombudsman all over the world. In the case of South Korean system, police is completely state-centered. Therefore Provicial Councils have no power to touch or review on police at all. Korean National Assembly cannot review all the line-police operations and administration. I propose the introduction of the police ombudsman to be issued in the Korea from now on, together with local police system.
