Analysis of the Insitutionalization Process of the Anti-Corruption Policy

This article analyzes the institutionalization process of the anti-corruption policy. The objects of the analysis are the information freedom act, the administrative procedure act, corruption prevention act. The author investigates the factors of the institutionalization process such as time flow, actor flow, issue flow, and trigger flow. This article identifies the role and influences of the main actor in the institutionalization process of the anti-corruption policy. Government has the initiative of the institutionalization process in the information freedom act. In contradiction of that, Professional groups such as academic society or circle has the initiative of the institutionalization process in the administrative procedure act. However, Citizen consolidatory groups such as People`s Solidarity for participatory Democracy, Citizens` Coalition for Economic Justice etc have the initiative of the institutionalization process in the corruption prevention act. This article speculates the theoretical-practical implications for the strategy of the institutionalization process.
