The Enforcement Result and Improvement Measures of Electronic Bidding System : focusing on Public Procurement Service and Seoul Metropolitan Government cases

In the beginning with 21C, the new cyber field has expanded greatly with a rapid development of information communication industry and spread of internet, so embodiment of e-government has been rising as urgent theme. Besides(Moreover) rapid progress and development of EC in private sector has a great effect on bidding system in public procurement sector, too. The purpose and introductory necessity of electronic bidding system which changes concept and basic philosophy of the existing bidding system can be presented in five. First, it can overcome the existing bidding system`s weakness and defects. Second, it can enlarge efficiency, transparency, confidence, and convenience of bidding contract. Third, it can execute national budget efficiently and reduce people`s tax burden. Fourth, it can raise public procurement bidder`s satisfaction. Fifth, it can strengthen national competitiveness under open circumstances of globalism. I choose, in this context, the thesis subject about `the enforcement result and improvement measures of electronic bidding system`. Three years have not passed yet since electronic budding system conducted by PPS(Public Procurement Service) and Electronic-Open-Private Contract System by SMG(Seoul Metropolitan Government). To draw a conclusion by evaluating the performance of two cases, therefore, is short-sighted action. But, I convince that any system can take root as a desirable system through periodic and continual evaluation and monitoring from its first stage.
