Traditional Culture and Counter Measures in Korea : with focus on Public Servants' Norm Approach

In modern days, the role of the administration being the execution of the national aims and the heightening of the level of national life democratically and efficiently, the various complex techniques and methods to do so have arisen. The administrative construction or administrators are getting more and more immoral and worthless, because they are sticking to executing administrative aims. We come to ascertain the righteousness that the administration should be ethical, and modern administration has a very important role in the establishment of administrative ethics. The correcting of the public servants` ethics and the establishment of the public social discipline are urgent matters, and so we should explore ways toward the development of the public servants `ethics on the basis of Chong Baeg Li`s spirit which is expressed by virtues of self-training and ruling people with integrity, diligence, great virtue, respect for a senior, benevolence and righteousness, good government, loyalty, law-abiding. This paper deeply analyse the anti-corruption culture, Institution and norm in the Confucianism.
