Despite the big voice for the eradication of corruption on the starting point of new government, power-related corruptions and petit irregularities have been continued growing. There have been some governmental policies to indoctrinate ethical sense and conduct to public servants such as `Public Service Ethics Charter`, `Ethical Code of Conduct` and `Public Service Ethics Act`. Those are proved to be ineffective to control bureaucratic corruption. This article outlines the past governments` endeavors to enhance administrative ethics in public officials and evaluates their problems and limitations to prevent corruption on the basis of educational effectiveness. This study was able to forward with the ideas of many authors who deal with the content of ethics courses in graduate school programs. In addition, this study is concerned with teaching methods for internalizing administrative ethics at the public servants training institutes. In this article, I recommend to take a teaching method for indoctrinating ethical mind into public officials with drama type-produced materials containing ethical problems. It is because ethics education for public officials must be directed to emphasize values than behavior, inducing their reflections in the past than providing any answers to a certain situation.
