The Evaluation and Reformative Strategies of DJ Government's Anti-Corruption Policy

This is to critically appraise the Anti-Corruption Policy of Kim. Dae Joong Government and present the fundamental strategies to effectively implement the Anti-Corruption Policy. Contrary to the indolent response to the public official`s corruption problems at the first stage, Kim DJ government turned around its policy orientation toward serious anti-corruption policies with the outset of "comprehensive anti-corruption policy package". However, many civil servants are connected to various social absurdities just like before. The government tried to reform the bureaucracy system, but realized that it is impossible to eradicate bureaucrat`s corruptions without introducing, the autonomous system, the independent investigation authority and the participation of officials in the promotion of anti-corruption policy. To enhance the public efficiency and make `clean` government, institutionalized and programed anti-corruption policies should be promoted coherently. For this purpose, Voluntary participation of the bureaucrat and the civil society. arrangement of concrete reform ideology and re-adjustment of government functions are needed.
