This article reviews the literature on corruption and on game theories and suggests several macro-strategies for curbing corruption in Korea, which has the following three features: (i) political linkages: (ii) social traps: and (iii) structural and cultural roots. In response to these features, five anti-corruption strategies are identified: (i) an all-out strategy: (ii) an overshooting strategy focusing on elected or high-ranking officials: (iii) a low-road strategy: (iv) a promise-and-credible-threat strategy: (v) and an open and contestable strategy. The above strategies. derived in consideration of the level, characteristics and causes of Korea's corruption, arc more concrete than those recommended by the Transparency International or the OECD. They are expected to act as the criteria as well for checking the consistency and congruency of policies and programs against corruption.
