If a Hallyu (the Korean wave) stands for Korea communicating with the world and Korean’s distinct connoting global universality defining a concept of Hallyu is a matter of great concern. In other words, recency of cultural topography that is commonly called Hallyu wields strong influence over ripple effect. Therefore, this manuscript is about to examine about basic program which Hallyu3.0 must be finished, not about general classification scheme. To conclude, ‘how to view Hallyu 3.0 (K-Culture) resides in reconfiguration of frame. Thus, we have to restructure main value for new culture differently from existing frame of ROK (Republic of Korea). Yet, there’s no reason for Hallyu3.0 (K-Culture) not covering regionality. For sustainability and expansion of Hallyu3.0 (K-Culture) and securing both Asia cultural history’s value and global cultural’s universality, fusion frame ‘glocalization’ is required based on localization that can conjoin globalization naturally.
