The Evaluation of Growth Control Policies for the Seou1 Metropolitan Region through Sprawl Indicators

The Seou1 Metropolitan Region(SMR) has a small proportion of the countη ’ s tota1 1and area(11.8 percenÜ, yet its current estimated popu1ation of 22 million peop1e represents approximate1y 46 percent of the tota1 popu1ation of Korea. There has been an unequal distribution of regiona1 growth and a high degree of inefficiency in the dai1y 1ife of its residents, thereby 10wering their qua1ity of life. There have been many attempts to reduce popu1ation concentration and to institute growth contro1 in the SMR since 1970. There were Í!lconsistencies in both po1icies and p1anning systems. This study has found that govemment efforts to contro1 the growth of the region have not been successful. The Korean experience shows that direct govemment intervention for growth contro1 is 1ike1y to create negative effects rather than to contribute to the ba1anced spatia1 distribution of popu1ation and industries.
